St. Wenceslaus Pastoral Council

Article I
Section 1
This organization shall be known as the Pastoral Council of St. Wenceslaus.
Article II
Section 1
It shall be the duty of the Pastoral Council to advise the pastor on any
and all matters referred to it, or regarding which the council determines
action to be in the best interests of the parish.
Section 2
All actions taken by the Pastoral Council shall be consistent with the policies
and directives of the Diocese of Davenport.
Article III
Section 1
The Pastoral Council shall consist of five (5) elected members. A secretary
shall be elected by the Council at the meeting in June and shall serve with
voting rights for one (1) year. Renewable for two additional years.
Section 2
Pentecost weekend shall be the date of the parish election.
Section 3
Each registered member of the parish who has been confirmed is eligible to
cast a ballot.
Section 4
The term of office for each elected member of the Pastoral Council shall
be three (3) years. No member shall serve more than two (2) consecutive terms.
Section 5
As nearly as practical, two (2) members shall be elected each year.
Section 6

Section 7
At least thirty (30), but not more than sixty (60) days before the date of
the election, nominations shall be sought from among St. Wenceslaus parishioners.
Those nominated shall be contacted and, if agreed, their names shall be placed
on an election ballot. Each nominee shall have reached his eighteenth (18)
birthday by May 1 in the year in which the election shall be held. In addition,
each nominee shall be a confirmed member of the Church, and each nominee
shall be a member of St. Wenceslaus parish for a minimum of one (1) year
prior to the election.
Section 8
Any vacancy occurring on the Pastoral Council shall be filled within thirty
(30) days by appointment of the president.
Article IV
Section 1
Meetings of the Pastoral Council shall be held every other month. The date,
time and place shall be set by the Council and notice shall be given to all
members at least one week prior to the date of the meetings.
Section 2
Special meetings may be called by the pastor or president upon giving seven
days (7) written notice to all members, specifying the time and place.
Section 3
Meetings of the Pastoral Council shall be open to all members of the parish.
Section 4
Notice of all meetings of the Pastoral Council shall be published in the
parish bulletin on the Sunday preceding the meeting.
Section 5
A majority of the members shall constitute a quorum for the transaction of
any business at all meetings.
Section 6
Meeting procedure shall be governed by Roberts Rules of Order.
Article V
Section 1
The Pastoral Council at its June organizational meeting shall choose from
its members a president and vice-president who shall serve for a term on
one (1) year, beginning in July.
Section 2
The president shall preside at all meetings.
Section 3
The vice-president shall perform the duties of the president in the absence
of the president and shall perform such other duties as assigned by the
president.
Section 4
The secretary shall keep accurate minutes of all meetings of the Pastoral
Council and shall perform such other duties as may be assigned by the pastor
or president.
Article VI
Section 1
Pastoral Council Commissions shall include, but are not limited to the following:
Education. Evangelization, Liturgy/Worship, Social Action, and Service.
Commission appointments shall be made at the June Council meeting.
Section 2
Commission members shall be appointed by the president in consultation with
the pastor and shall be selected for their interest and expertise.
Section 3
All Commissions shall formulate their goals and objectives for the coming
year and said goals and objectives shall be presented for approval at the
October Council meeting.
Section 4
Commission members who are not members of the Pastoral Council shall have
no voting power on the Pastoral Council.
Section 5
The pastor, parochial vicar, and pastoral minister shall serve as ex officio
members of the Pastoral Council without voting rights.
Section 6
After two (2) unexcused consecutive absences, or three (3) unexcused absences
in total, the president shall declare the seat vacant and a new member shall
be chosen under the procedure as outlined in Article III, Section 8.
Article VII
This Constitution may be altered, amended or modified at any regular meeting by the affirmative vote of two-thirds (2/3) of the membership of the Pastoral Council.
